Control of official quality and origin identification signs

The control of products under official signs of quality and origin (SIQO) ensures that these products are produced according to the elements defined in each of the specifications that characterize them.

This guarantee is important for consumers, as well as for the professionals involved in product development. It protects them, for example, from the risks of unfair competition or counterfeiting.

SIQO control: a guarantee of confidence for consumers and professionals

INAO is in charge of pre-market controls for all SIQO products. Official controls are delegated to independent, accredited organizations, which are approved and assessed by INAO. A control plan must be submitted to and validated by INAO for each product covered by the label. In this section, find out how the control of SIQO products works.

Since 2018, the INAO has been gradually rolling out a harmonised control system based on common control provisions (CCPs) and specific control provisions (SCPs). This approach harmonises and simplifies the control system.

Les directives émanent des instances délibératives de l'INAO. Elles établissent des modalités de mise en œuvre des missions qui leur reviennent dans l'application de la réglementation relative aux signes d'identification de la qualité et de l'origine (SIQO). Ces directives s'appliquent à ces instances comme aux tiers concernés (opérateurs, organismes de défense et de gestion, organismes de contrôle…). La directive n°INAO-DIR-CAC-5 a été abrogée et remplacée par la circulaire INAO-CIRC-2021-04 : Procédures et modalités d'agrément des organismes de contrôles (format PDF - 628ko).

Circulars are issued by the INAO management. They establish the procedures for implementing legislative or regulatory provisions, or directives from the INAO authorities, which apply to third parties concerned (operators, defence and management bodies, control bodies, etc.). Under no circumstances may they create new rules of law. Several circulars concern the supervision of control.

The compendium of guidelines issued by the INAO's Accreditation and Control Council (CAC) has been compiled so that all CAC guidelines not included in a directive and having an impact on the activities of control bodies can be brought to their attention.

They can thus take them into account in their draft control or inspection plans, or in any modifications to plans, or in the exercise of their accreditation-related duties. For further information, control bodies are invited to contact the INAO's regional support services, which will provide them with all the assistance they need to compile their files.

European regulations require each Member State to draw up a multi-annual control plan. This PNCOPA outlines the organisation and operation of the French control system throughout the food chain. It also includes the procedures for adapting this system in line with a continuous improvement approach and the priority areas defined for the years 2021-2025.
