Gender Equality Index

Law Law No. 2023-623 of July 19, 2023, aimed at strengthening women’s access to leadership positions in the civil service, introduced Articles L. 132-9-3 through L. 132-9-5, which provide, in particular, for the annual publication by state-owned public institutions on their websites of indicators relating to the gender pay gap, as well as the measures implemented to eliminate it.
The indicators used to measure these gaps and the calculation methods are set forth in the regulatory section of the same code.
Thus, the indicators applicable to state-owned public institutions are as follows:

  • Overall gender pay gap for civil servants, calculated based on the average pay of women compared to that of men in equivalent grades and grade, and step
  • Overall gender pay gap for contract employees, calculated based on the average pay of women compared to that of men, at equivalent hierarchical levels
  • Number of public employees of the underrepresented gender among the ten highest-paid public employees

An index, with a maximum score of 100 points, is calculated based on these indicators.

The INAO has launched its 2026–2028 action plan for professional equality between women and men. Pillar 1 of this action plan is dedicated to assessing, preventing, and addressing—where necessary—pay gaps between women and men, identifying their causes, and setting targets to reduce them. It also aims to increase transparency regarding compensation components and to ensure appropriate bonus amounts are paid during leave taken in connection with the birth or adoption of a child. This is part of a broader objective to promote a better balance between professional, personal, and family life.
