Transposition to DCC/DCS format: simplified and harmonized controls [ODG].

As part of the simplification and harmonization of control procedures introduced by the French Rural and Maritime Fishing Code (CRPM), INAO is continuing the major project of transposing the "Corpus contrôle" to the new format. Here we take stock of the work carried out and the next steps to be taken.

A harmonization of practices

The control plan is now made up of common control provisions (CCP) for several specifications or several control bodies, supplemented by specific control provisions (SCP) specific to each specification.

The CCP are approved by INAO management, following the opinion of the Conseil des agréments et Contrôles (CAC). They are intended to apply to the SIQO concerned. The specific control provisions are specific to each SIQO, and are drawn up by the inspection body in consultation with the defense and management organization (ODG). This system harmonizes and simplifies practices between CBs, by defining control provisions common to all SIQO or to certain sectors. This enables ODGs and inspection bodies to focus on the control specificities of each specification, which are de facto more limited in number.

Specifications are concerned by two types of DCC:

  • 1st category: specifications only concerned by control points common to all SIQO as well as specific control provisions specific to each CC.
  • 2nd category: specifications concerned by control points common to all SIQO, with also control points common to their channel, as well as specific control provisions specific to each CC.

1162 specifications were concerned by these evolutions.

First category: DCC all SIQO

316 specifications were concerned. 108 specifications are now controlled under the new system. The DCSs specific to each specification are approved, leading to the entry into application of the DCCs.

Of the 208 remaining specifications, 21 specifications have specific provisions that should be approved shortly. For the other specifications for which DCSs have been received, instruction work and exchanges with inspection bodies are ongoing. To date, only 1% of DCSs have not yet been submitted by CBs to INAO.

Second category: DCC filière

In addition to DCCs for all SIQO, other common control provisions apply to certain specific filières.

Label Rouge

In the Label Rouge framework, the new system is in place and effective for the following filières. All the specifications have therefore been revised, i.e.:

  • Farm poultry meat:218 specifications,
  • Large beef cattle: 17 specifications,
  • Sheep: 12 specifications,
  • Eggs and hens: 14 specifications,
  • Fresh farm poultry meat products: 5 specifications.

In addition, common control provisions are approved and in the process of being rolled out for the following sectors:

  • Cattle: 7 specifications, all of which have approved DCSs. The DCSs for this sector will come into force at the same time as the new version of the common production conditions (CPCs) for Label Rouge veal production.
  • Charcuterie: 44 specifications. DCSs are in the process of being approved,

DCCs are also in the process of being drawn up for the following sectors:

  • Gavaged palmipeds: 4 specifications,
  • Pork: 14 specifications,
  • Cow: 1 specification

Other sectors

  • PDOs and PGIs relating to dairy products: of the 63 specifications concerned, 3 have been the subject of a DCS filing, of which 2 have been approved. INAO services are therefore still waiting for 60 DCS.
  • PDOs relating to the wine sector: 20cahiers des charges have approved DCSs out of the 313 concerned.
  • PDOs relating to ciders, perries and apples: of the 17 specifications concerned no DCS has been received.
  • Winegrowing IGPs: work on DCSs will be completed shortly.

Next steps

The timetable for filing DCS when DCC filières are being rolled out or when a specific timetable has been defined for the filière is as follows:

  • Cahiers des charges falling under the CPC charcuterie LR: Septembre 2022
  • Cahiers des charges de la filière cidricole : 30 juin 2022
  • Cahiers des charges des AOP/IGP de la filière laitière : 3 janvier 2023
  • Cahiers des charges des AOP viticoles : 3 janvier 2023
