Protecting SIQO territories: common challenges for the ODG and INAO

In order to encourage ODGs to fully assume their role in the defense of agricultural areas dedicated to or used for production under SIQO, INAO has just published a 4-page leaflet entitled "Protection des territoires sous signes d'identification de la qualité et de l'origine : mode d'emploi", giving all the details to intervene concretely.

Beyond the distribution of this document, INAO departments will address the subject, whenever relevant, during bilateral meetings with ODGs, or, at the ODG's suggestion, during general assemblies.

The INAO manages a range of quality and origin signs that present particular challenges:

One of the strong points of PDOs and PGIs is the definition of a geographical area in which the stages of production, transformation and elaboration are carried out, in their entirety for PDOs and for at least one of them for PGIs. Some PDOs go further, by delimiting a parcel area within the geographical area.

Although not linked to delimitation criteria, Organic Agriculture and Label Rouge are also taken into account in the stakes, as they involve a "de facto" delimitation integrating uses and/or environmental aspects.

On the pillar constituted by the specifications of each SIQO, INAO and ODG contribute, according to the respective missions entrusted to them by the legislator, to preserving the following issues:

  • A collective heritage linked to natural and human factors
  • The positive image of the SIQO, its notoriety and reputation
  • The sustainability of the SIQO, and the farms and businesses that produce it
  • The sustainability of the economy of the entire sector

Legislative and regulatory texts stipulate that the INAO must be consulted for its opinion in the context of all development, urbanization or works projects concerning an AOC/AOP area.

INAO also takes part, with a deliberative vote, in departmental commissions for the preservation of natural, agricultural and forest areas (CDPENAF), whenever a reduction in SIQO production areas is noted, as well as in land development commissions.

For its part, any ODG can refer a matter to the public authorities if it considers that a town planning or development project could undermine the geographical area, production conditions, quality or image of an AOC/AOP. The Minister of Agriculture issues an opinion to the decision-making administrative authority, after consultation with the INAO.
