Delimitation players

In a multi-disciplinary approach, delimitation work involves several players, whose roles are defined in the regulations.

The national committee and its standing commission

This is the decision-maker. It approves each stage of the procedure, and ensures that it is properly followed. It can delegate authority to its standing committee. It is the national committee that proposes the delimitation of a production area, and its translation into the specifications for products under SIQO.


The defense and management organizations (ODG)

Generally, the defense and management organization is the bearer of any request to modify the specifications. It gives its opinion on the triggering of the delimitation procedure and at each stage.


INAO services

INAO's Territoires et Délimitation department accompanies the process and assists the inquiry commissions. It relies on a network of engineers located throughout France, within the territorial delegations. It also includes a cartographic data office. INAO's experience in delimitation is recognized worldwide. International cooperation missions are regularly organized on this theme.


The commission of inquiry

The commission of inquiry is appointed by the national committee. It proposes the general principles of delimitation. It may be assisted by consultants. The commission of inquiry proposes approval of the expert commission's reports to the national committee.


The consultants

The consultants are appointed by the national committee, at the request of the commission of inquiry and on the proposal of the INAO services. Specialized in various fields such as geography, history, geomorphology, pedology, environmental sciences or specific sectors, they help the investigating commission to determine the principles defining the link to origin, taking into account factors linked to the physical environment and human factors. Like the experts, they are subject to a public declaration of interest.


The commission of experts

Experts are chosen for their scientific and technical skills. They are proposed by the INAO, which ensures their neutrality and independence from the appellation to be delimited. They complete a public declaration of interest.

The commission of experts draws up a report defining the delimitation criteria. In application of these criteria, it determines a delimitation project.


The national "Delimitation" commission

The national commissions appraise subjects that cut across all national councils and committees, and propose guidelines to the Permanent Council. Within this framework, the "Delimitation" commission meets several objectives:

  • To enlighten the national committees concerned on the issues involved in delimitation, its practical implementation and the difficulties it encounters,
  • Engage in reflection on the elements of the delimitation system that would benefit from adaptation as a result of climate change or agro-ecological transition
  • Propose actions to raise awareness among INAO interlocutors of the issues involved in delimiting production areas
  • Respond to requests for expertise or analysis made by INAO bodies.
