A look back at the Comité national des appellations d'origine Vins et boissons alcoolisées meeting on September 10, 2025

The Comité national des appellations d'origine relatives aux vins et aux boissons alcoolisées, et des boissons spiritueuses (INAO) met on September 10, 2025. Work focused on the evolution of several national directives, the adaptation of appellations to climatic and societal challenges, and area delimitations.

National directives and committee guidelines

  • Delimitation: new directive to simplify and reinforce the legal security of work and integrate climatic issues (vineyard orientation, altitudes...)
  • Livestock farming: adoption of a national directive clarifying the definition of livestock farming in specifications, distinguishing production conditions from the simple date of marketing.
  • Dispositif d'évaluation des innovations (DEI) enabling innovations to be tested in specifications: updating and simplifying conditions of access to the scheme, particularly in terms of protocols for monitoring innovations
  • Aires de proximité immédiate (API): revision validated to secure Conseil d'État case law.
  • Volume Complémentaire Individuel (VCI): modification of the annual ceiling with the introduction of a cumulative ceiling raised to 50% of the base yield.
  • Sparkling wines: validation of a report on the possible abolition of the minimum tirage date for certain base wines, while maintaining quality guarantees for wines requiring tirage liqueur.
  • Adoption, at the suggestion of the Burgundy ODGs, of a new method for processing modifications to specifications based on standard measures, in order to gain in efficiency
  • The committee also followed the INAO permanent council's orientation in favor of increasing INAO fees, in return for the State's efforts.

Boundary revisions

  • Validation of the plot revision for the Graves de Vayres, Bordeaux, Bordeaux Supérieur and Crémant de Bordeaux AOCs.
  • Approval of new delimitation criteria for the Chambolle-Musigny and Pommard appellations, with mission entrusted to experts.
  • Revision of the immediate proximity area of the Chablis PDO, following decisions by the Conseil d'État.

Changes to specifications

  • Vallée du Rhône : approval of the specifications for the PDO Duché d'Uzès; changes to the Côtes du Rhône specifications regarding agrivoltaism.
  • Normandie : modernization of Pays d'Auge - Cambremer PDO specifications (product description, cultivation practices, plot identification).
  • Val de Loire: relaxation of cultivation rules (density, pruning, controlled irrigation), modernization of enological and cultivation practices for Haut-Poitou PDO.
  • Burgundy :
    • Approval of modified specifications for the Clos de Vougeot and Volnay PDOs.
    • Finalization of implementation procedures for smaller production units in Crémant, from the Crémant de Bourgogne PDO.
  • Bordeaux: launch of the procedure to cancel the Côtes de Blaye PDO, with no volume claimed since 2015.

Wine appellations on the move

These decisions reflect the commitment of INAO and the wine industry to:

  • Accompany adaptation to climate change (new varieties, controlled irrigation).
  • Modernize and simplify procedures (national guidelines, standard measures in Burgundy).
  • Guarantee product quality and identity for the benefit of consumers and regions.

Finally, the committee shared the results of OIV debates on dealcoholized wines (glycerol thresholds in particular)
