Signing of the Contract of Objectives and Performance (COP) 2024-2028: A renewed commitment to French agriculture under SIQO

Tuesday, February 27, 2024, Marc Fesneau, Minister of Agriculture and Food Sovereignty, Philippe Brisebarre, President of the INAO Permanent Council and Carole Ly, Director of INAO signed this strategic document, which sets out INAO's major guidelines for carrying out its missions to steer, control and protect official signs of identification of quality and origin (SIQO). Today, SIQOs face major challenges: market complexity, climate change, changing societal expectations, competition from other private segmentation approaches, etc. COP 2024-2028 aims to respond to these issues.

The challenges of protecting SIQO

Tuesday, February 27, 2024, INAO's legal and international department took part in the Ministry of Agriculture and Food Sovereignty stand to present the challenges of protecting geographical indications (GIs), with a focus on France. A tool for both promotion and protection, GIs create an exclusive collective monopoly on a name, subject to a certain number of conditions, such as recognition of a collective approach, strict conditions of protection validated by the State, and regular controls carried out by accredited independent bodies. The conference provided an opportunity to present concrete examples of counterfeiting and show the protection actions implemented.

A study on employment and SIQO

On Wednesday, February 28, 2024, a study on employment and SIQO was presented at a conference organized at the FranceAgriMer stand by Olivier Catrou, head of INAO's economic mission.

The study presented the creation and sharing of added value in SIQO sectors, as well as their externalities and the employment they generate, which is greater in SIQO than in conventional sectors (How many direct jobs are associated with SIQO? What types of operators? What role does SIQO play in maintaining jobs in a given region?) With the question of agricultural employment at the heart of so many issues, the conference sparked a number of exchanges with the audience.

The conference was a great success.

Agro-ecological practices competition awards

Wednesday, February 28, 2024, Marc Fesneau presented the awards for the Agro-ecological Practices competition. Co-organized by Chambres d'Agriculture France, l'AFAC-Agroforesteries, the Ministry of Agriculture and in partnership with INAO, this competition rewards the agro-ecological balance achieved by farmers or breeders on their farms. Several PDO producers were among the winners. In the "Agroforestry" competition, Christian Nicolau (AOP Coteaux Varois en Provence) won for planting hedges in his vineyard. In the agro-ecological practices competition, Sarah and Antoine Teillot (AOP Saint-Nectaire) were also rewarded.

Overseas sectors and SIQO facing climate change

On Thursday, February 29, 2024, a conference-debate led by Thierry Fabian, national inspector at INAO, addressed the impact of climate change on overseas sectors under SIQO. The conference highlighted the urgent need to reconsider practices in response to climate challenges. Indeed, the sector is suffering the consequences of climate change, with a significant drop in sugarcane yields (down 30% in 20 years). Moreover, Geographical Indications (GIs), such as PGIs and PDOs, are highly dependent on their specific geographical area, which is often limited by severe natural constraints. The conference was an opportunity to present new tools to enable GDOs to adapt nimbly to this new environment.
